Illegally Parked

ND03 TXE (blue Fiesta) parked up on pavement clear double yellow lines. This has forced us to walk on a road with a blind bend. It is clear from the road markings that there is no parking but these individuals park behind the hedge hoping to get free parking and not be caught. Can something be done please to prevent this happening again.
