Tarmac been dumped

Massive amounts of tarmac has been dumped on the entrance to bankside on one side of the road only, then been rolled semi flat. This has caused a huge hump in the road and there is so much tarmac been dumped that it is higher than the actual kirb. This is totally unacceptable by any means and i think that it has been put there as surplas from local builders on the new estate around the corner. Your ealiest response would be appreciated.
