Council Worker Parking

Recently, 2 Rylstone Avenue has been turned into a council worker's office. Each weekday, the workers are parking their large trucks and cars in spaces allocated for residents, including the narrow hill road. Since the residents are not allowed to park on the field (With a perfectly fine parking surface), would it be possible that they could park there instead to free up some spaces for people that need them.
