Inconsiderate/dangerous parking

On University road and Green Dykes Lane outside the Tuke Centre, motorists in recent weeks have been parking in inconsiderate and dangerous places. They are causing an obstruction to traffic, a hazard to cyclists and pedestrians, and by parking on the pavement are causing problems for people with buggies or for wheelchair users.

The parking on this road/pavement is getting worse. Every day now there are vehicles lined up along this busy road causing difficulties for passing traffic (both directions) and pedestrians. Vehicles are now also parking on the grass opposite. I was under the impression that it is an offence for the public highway to be obstructed like this. Where are the traffic wardens? Or better still double yellow line this road.
