Waste Collection Authorities have a legal obligation to collect waste and to keep the streets and public areas free of litter and refuse - see Section 45 and 89 of the Environmental Protection Act 1990. Under Section 91 of the Act a memeber of the public may take the local authority to Court for failing in their duty.
