Mains water leak

Right outside my drive gates about 3 months ago i noticed a wet patch even though there had been no rain, now we have water constantly on the path and tarmac has become soft which sinks whan you stand on it and is only getting worse

well after a dispute with an inspector that told me it was not a leak when i have had 10 years experience of fixing them, han to send some one out at 4 in the morning because my garden and a couple of others were flooded by magic water
