Blocked Drain

I have worked in Woods Lane Cradley Heath for the last 38 years and for the vast majority of this time the drain right opposite the main entrance to the Factory Centre has been blocked up! When it rains the road gets flooded very quickly (see attached picture)and causes pedestrians (including one blind person and his guide dog) to walk in the middle/crown of the road to get around the water. Under heavy rain the whole road at this point is blocked to pedestrians unless they have wellington boots on! This is not the only drain in the street that is COMPLETELY BLOCKED but it is the lowest, so its where the water stays for hours after any rain! In the past year i have pointed out this problem to the drain cleanout crew who have routinely turned up to clean out all the drains in the street, however on BOTH OCCASIONS they have ignored the problem drains.
