Gutter in the alleyway is blocked

Gutter in the alleyway(bitween 329 dickenson rd and 2 whiley street) is blocked since a long time. alleyway is lower than the street surface and when ever there is a rain water stands in the alleyway for days houses in the whiley street have underground basements and they are getting badley damp. we be greatful if our council can do some thing about that.
