Double standards

Graffiti and illegal use.the yard known as 505 archway road is a commercial site ,yet people appear to use it at night to sleep in.the whole site is blighting the surrounding propertys wheels hung all over walls and roof no change of use or planning permission was ever granted for this site ,so why is this being allowed?the noise amounts to harassment and one cant enjoy our gardens,so why do we pay council tax?
