Teenagers drinking alcohol in alcohol free zone

Teenager drinking at 4pm, placed can on my wall - didn't mind as they were exchanging something. The problem is that the whole area is alcohol free and they dumped a full can in my garden and walked away. I spent the whole moreing cleaning my garden then to have two irresponsible teenager just dump their unwanted rubbish in my garden in a alcohol free zone - what are the council doing about this, what is the police doing about this - i want answers
