Garden waste over pavement

For the last week a large heap of cut shrub waste has been left strewn over the pavement opposite 15 Beaudesert Road - effectively blocking right of way. The tenant says he knows nothing about this and is unwilling to have it 'dumped' in his front garden especially as it did not necessarily come from that property.
