Cars blocking footpath

Hi I walk along the public footpath in this area frequently and sometimes I have my baby in a buggy. When we get to Millwater Avenue we always find that outside 29 it is like a car park and they park willly nilly blocking the footpath so we have to walk in the middle of the road. Sometimes there are cars parked there so it is even more dangerous. I thought it was illegal to block footpaths?
