Speed bumps waste of time and money

Recently installed speed bumps to slow down traffic flow have are not effective. Cars still speed in excess of 20mph over the bumps, lorries speed over bumps and cause vibrations that are affecting the surrounding properties (foundations are being disturbed thus affecting the structure). Massive amount of money wasted and the speeding still continues. A speed camera would have been a better choice.
