Messy neighbour

We have a neighbour who regularly dumps rubbish in the car park behind our flats on the Main Street, beside the Commercial Inn. We are pretty sure his name is M. Nicholson. He is a Dobbies garden centre employee and almost every day, he arrives in a Dobbies van and unloads huge delivery pallets, masses of timber, shop wall panels and other miscellaneous items, which then lie for months at a time. At the moment there is a mountain of compost bags taking up a large area in the car park. He and his friends have a fire burning just about every day on land which we are sure does not belong to him, at the bottom of his garden. He also seems to have extended his garden onto land which may or may not belong to him. Last year he erected a large gazebo type structure with a swimming pool inside it. But most recently he has begun chopping down a number of trees which are not on his land, and they are also now lying alongside the rubbish he has dumped. This is the main reason we are getting in touch. We have been putting up with the mess for a long time, but now that he has decided to cut down trees the place looks worse than ever, and we are hoping there is something you can do to help. We are not the type of people to complain and were willing to give him the benefit of the doubt, but as we now see that this is an ongoing problem, we thought it was time we did something.
