Trainers Hanging on a telegraph line

A pair of trainers (with the laces tied together) have been thrown over a telegraph/electric cable that runs over the road. They have been there for montsh and are a real eye-sore. Please can they be removed.

Just to inform you, that in the usa this means drugs are sold in the area, I am not sure if it has the same meaning in the uk
