Black bin on pavement

The black wheelie bin for 51 Claremont Road is always on the pavement. It is never taken back onto their property. As cars also park on the pavement next to their house, it becomes impossible for pedestrians to use the pavement.

Four weeks later and nothing's happened. Is this the level of response to be expected from BCC? Does this mean that it's no longer illegal, like parking on pavements, all forcing pushchairs into the road? Can we all leave our bins on the pavement then?
