Vibrations from traffic

I have just moved into a new flat on the edge of grove vale and east dulwich road. My flat is split on the second and third floors of a victorian converted flat. The whole flat shakes/vibrates from very early in the morning until late at night from the heavy traffic flow. From researching this problem on the internet, other councils have sent inspectors round to measure vibration levels. Please can you let me know how I request this? Also, other sufferers have posted that their streets problem was completely resolved by upgrading the road surface. Is this something being considered from grove vale? I would be highly shocked to find out that I am the first person to ever complain about this issue.
