Parking on double yellow lines

I am a resident of Browning Street, Hoddlesden. At the back of the property there are garages which is accessed by a lane that runs off Queen street and down the back of the local shop. 24 hour access is needed as this is at the back of the properties. Of late, cars have been parking on this lane which is marked with double yellow lines(please refer to the photo) and blocking access. Is there anything that can be done to cease this activity or could you signpost me to the relevant dept. many thanks

the lines arent legal and are uninforceable.they are broken and need remarking.
If they are not legal then who marked them? If they are unenforceable why put them there? If they are not legal and unenforceable why would they need remarking?
youve missed the point.the act says the lines must be a certain dimension and unbroken they are clearly not which may why they arent issuing tickets.probably because they cant be bothered.only trying to help your issue.
I contacted the council directly on the 17/05/2010. A confirmation email from the council on the 18/05/2010 that they would investigate and would reply by post. As of date 12/06/2010 I have still to recieve a reply. As to date the issue is still current.
