Walkway across shad thames

One of the historic walkways across Shad Thames ( between the signs for Zizzi and RiverHomes, but on the north side) is being ruined by the construction of a permanent wooden barrier along the railings. I am not aware of any planning application or permission, and I hope none would ever be given. Please investigate.
