I see this as low priority.

On the wall of a garage just inside the back alley. Visible from the street walking along ellesmere road.

Council replied. This is private property and they cannot remove it.

Even though the wall was in the alley it was private property and cannot be cleaned by the council.

Bin outside garage (on Google Street view) says 44 (possibly Westminster Road)...
