Cars being traded on streets

This problem is growing and as it grows more problems are being caused by it. All spaces sometimes are filled with cars for sale. Buyers double park or crawl by blocking the road and causing increase risk of accidents. Sellers are from outside Plasistow/Newham illegally taking trade away from local businesses. They are illegal as when you call one number to ask them to move their car from outside your property they ask "which one". There are two now with the same mobile number within 20 feet of each other. When aproached and requested to move some become aggressive and threatening. There are trades taking place 24/7 causing noise and disturbance with revving engines, doors slamming at all hours.The council does not allocate a proporionate time to this repeatedly reported problem, just reply not enough staff, too many other problems etc etc. Why can't they do something, I would gladly volenteer some of my spare time to help out.

Does anyone know how to get Newham to even acknowledge there is a problem it is not able to handle, let alone answer why it is unable to do what other councils are doing nationwide. Think I'll just move out of Newham. Totally usless !!
