Right-Filter Arrow Doesn't Always Work

The right-filter arrow, for turning onto the B4163 from the High Street, doesn't always work. The lights just change back to red with traffic in the middle of the junction.

Also occasional heavy build-up of traffic at this junction from the B4163 to turn both ways which often remains after a light phase, which would suggest either these lights aren't spending enough time on green from the B4163 or there's a faulty sensor somewhere.
