Loose Manhole Cover

There is a loose manhole cover on the east side of Green Lanes (the southbound lane) underneath the railway bridge. Every time a car moves over the cover it rattles loudly.

The manhole cover was covered in tar, which fixed the problem for a while but it is now loose again. I will report again...
