Cars parking at dip in pavement

Cars are regularly parking here, where the pavement is dipped for people to cross the road.One has parked there today, making it completely impossible to cross the road with a pram/pushchair or wheelchair (particularly effects the school children and the nursing home). I have had to take my children into the middle of the road on a roundabout before to cross the road which is obviously not safe. Guessing there should be a clear roadmarking here to make parking illegal at all times?
