Caravan - still on Norfolk Street

I notice that there is already a post on here about the caravan on Norfolk Street - it is still here. The caravan has not moved for at least 4 weeks now, if not longer. It is causing real issues with parking on the street - it takes up at least 2 spaces, and even more now that the owner has added a large van, which does not move regularly. Visibility is difficult when driving up and down the street - particularly worrying when there are so many children about. Is it possible to take any action on this? Residents should have the right to park within a reasonable distance of their own home and not have to begin parking on other residential streets - which then causes problems for parking there also! Is the vehicle legally allowed to be there? It has been parked up around number 27.
