Raised zebra crossiing

I live at Flat 2, 180 Peckham Rye. To help slow down the traffic the existing zebra crossing was raised. Unfortunately it doesn't appear to be having any impact on the speed, and the noise from the traffic particulary lorries flying over the crossing is deafening to the people who live within close proximity - to the point of not being able to sleep at night. I agree that a zebra crossing should be there, but there is a raised zebra crossing 20 yards up the road. The speed of the traffic going over the ramps is also having an impact on the house, with floorboards dropping and cracks appearing. Please please, can someone look into this and come and take a measure of the noise levels. I've called many times to report it, but no-one to my knowledge has been round. And there was confusion on which dpt would handle it; noise or roads. Thanking you
