Car parked on pavement, causing obstruction

Outside 1 Harkness Road. Poles up to prevent pavement parking, one has been knocked over/removed. Parking in the middle of the pavement causing an obstruction for last two weeks. Appropriate parking available around the corner in Harkness Road.
