Large amounts off litter

I reported this road to you last week, saying that the hedges on each side where full of dumped black bags and large amounts off wind blown litter. you e-mailed me back saying the road belonged to hyndburn. but the border-line is located in the stream which is located about 60 feet away, and also the road sign for davies road has a blackburn logo on it.
