Several Bins & Loose Rubbish

At the junction of Abraham Street and the small service alley behind Vale Street there are about 4 bins which are never taken into gardens, several rubbish bags overflowing and a constant stream of rubbish spilling into the street and nearby front gardens (usually various alcohol containers)One of the bins has some council tape wrapped around it that says "enforcement" (the rest is unclear) This problem has been there, at differing levels for a couple of months at least. It is made worse by the fact that local kids pick up and throw the rubbish around, causing lots of broken glass in the streets.
