Cycle lane problem on Cardigan Road

There is a dangerous piece of road planning at the crossroads of Cardigan Street and the A3204 in Lambeth. If you are cycling north from Widmill Row over the crossroads and there is a vehicle coming towards you from Cardigan Street (which is a one-way street except for cycles) and you intend to cycle down Cardigan Street there is a small length of cycle lane to cycle into, however there is a car parking space directly after this piece of cycle lane. You cannot go down the cycle lane because you would simply drive into the parked car. This leads to the dangerous problem of trying to cycle either through the gap between the pedestrian crossing or even cycling on the road where the oncoming one-way traffic has priority. This is unsafe for cyclists and would be easily fixed by simply removing one car parking space. There are frequently plenty of other places to park further down this street, so the removal of one space would be very unlikely to inconvenience anyone. I fell off my bike today because the cycle lane was blocked as usual so I was planning to cycle onto the main part of the road but I had to swerve to avoid a car which raced very suddenly down Cardigan Street to get through the green light at the crossroads. Had the cycle lane been functioning properly this never would have happened.

I park in this area (and cycle n the area), and pay for congestion zone, parking permit etc to be able to park in the vicinity of my house (which is on the Kennington Lane red route). The parking space mentioned could be removed as suggested, but it would be appreciated if the Viking Cabs taxis were stopped from parking in most of the available spaces, so residents could still park here. There are frequently 3 or more cabs in the few parking spaces. There are more car parking spaces 100 yards down the road, but not all have the same permit/restrictions. There is also another road 30 yards away (courtenay street) which would allow the bike rider to ride *with* the dirction of road traffic, which is infinitely safer anyway.
