Sent to Blackburn with Darwen Borough Council 5 minutes later

The canal path and canal itself are full off litter. The bridges are also full of graffiti. As this is an important gateway into Blackburn for visitors and holiday boat traffic it should be kept clean.

the council have as usual passed the buck on this one, stating its not there problem.
