Dog Barking

A dog is kept in the yard for long period of time by itself where it barks loudly and constantly. The dog is never walked, however the RSPCA say the dog is kept humanely? This problem has been an issue for about 12 months and the council do not appear to be acting on the issues raised directly with the Environmental Health Officer at Scarborough Council. We have a log of the dates and times the noise pollution has been an issue. I run a guest house and guests are complaining about the dog barking loudly due to it's frustration at being kept in the yard for long periods of time.
