Vehicles regularly parking on pavement and cycle lane

Despite double yellow lines, cars and vans regularly park halfway up the pavement here. In doing this, they also block the cycle lane.
The vans parking here appear to be loading/unloading goods for the shops (Textures, Spice Lounge and Xi'an) here.
Cars also park here, appearing to be waiting to pick up passengers from the restaurants and shops.
This makes it inconvenient and dangerous for pedestrians and cyclists.

I also have a photo of a van on these double yellow lines. The UPS courier was delivering to the estate agents on the opposite side of the road.
The license plates of the vans in the above photos are:
1) Textures Natural Flooring: NU05 KXP
2) OPC Drain Services: KM53 EXF
3) UPS: W979 RPC
There were two vans there today: the Textures van again and a white transit with license plate NA58 ZZR.
