Parking on both sides of pavement

I live on Shanklin Road and have a baby in a buggy. I cannot walk down my street on either pavement because commuters using Wavertree Rail Station dump their cars from 6am and leave them until 7pm for free parking instead of driving into city centre. It is both dangerous and illegal - please help
