Student Security/Fire/smoke alarms

Blaydes Street is a student rental street with a few private properties too like mine and I'm really annoyed with the mandatory Security/Fire/smoke alarms on all the student rentals fronts walls going off when no one is home and its not a burglary! We had one tonight at number 25 for 20mins and it as ear piercing loud in our house with people looking out there windows etc but no one was home to stop it so we had to sit it out. I also recently had the distress of suffering a failing smoke alarm from a property above the Cott Rd shops opposite Lidal carpark, around Subway and backing onto Blaydes Street, where for the past 2 weeks it has been ringing constantly and even though I called and reported the problem 4 times, even having an out of hours officer come round, nothing ever got done because I couldn't give a property number with it being a flat and the noise coming from all around and so we suffered sleepless nights for 2 weeks til it stopped the other day as it finally ran out of battery. My point is therefore, can we not get better access via the council website, of who owns or manages rental properties with contact numbers or if not, can't the council collect them and have access on a database for when we call when such an alarm starts? It is a badly needed service to give those of us that want to do something or just live our lives in peace, a route to doing so with some fast action so the people who have the keys to these properties to switch these irritating things off can be sent round to do so. It seems to be such a shattered community round here and I wonder if anyone wants to take responsibility sometimes. I wish we had a neighbourhood watch and could have some leaflets sent round the streets to get people talking or just leaflets promoting the noise pollution service that the council offers so I don't have to call everytime?
