Blocked Alley between 5-7 Kelvin Road

The alley way between number 5 and 7 Kelvin Road has been blocked off by the occupant of number 7. This used to be public access for our children to the park on bispham gala field, and also should be a required access to what used to be park of Carr road for binmen to access. They have fenced off the bottom of the alley and built a shed there, effectivly doubling the width of their garden. Are they allowed to do this???
