Dog fouling in garden

The rear of the property has a paved area, in which two dogs use a toilet. The dogs are not the problem. The owner's will not pick up the dogs mess. Weeks and weeks worth of dogs mess are in the garden, which smells very very bad. All last year there was a very bad smell and the year before, now summers coming again, we will have other summer of nasty smells. If anyone can help I would be very gratful.
