Consistent noise disturbance

Since late 2008, my neighbors and myself have struggled with the endless noise coming from in the garden/garage of No.77 St. Martin's Way, Thetford. The owner owns a tropical bird which is always making whistling sounds daily, loud enough for residents 100 meters away to hear it.

The elderly couple next door at No. 78 are very distressed. Mr & Mrs F. Hamblin have frequently been awoken at 4.30am by this loud bird, of whose owner apparently refuses to do anything about the bird or its noise. Mr Hamblin is currently recuperating from a stroke at home, and it is difficult for him to cope health-wise with such a loud bird causing neighborly disturbance right next door every day. They and his doctor have already contacted the owner, plus the Environment Agency last year, but to no avail. They and other neighbors have complained, but are without options what to do re this tropical bird and its uncooperative owner.

Please can something finally be done?
