Danger to school pupils

I have two children who attend 'HEATHLANDS' infant and junior school, my concerns are the traffic and road crossing. Out side the school at the start and end, there are a lot of vehicles parked up on pavements and along the road near the school. where my children cross with their friends there is no crossing e.g lollypop person or traffic lights! The cars that are parked near to the school restict the sight for us to check the road is clear, this is also hard due to the speed the vehicles do down the road to beat oncoming traffic passed the school. Also the vehicles that are parked on the pavement pay no consideration for local residence or people walking by, once they are in the car they just want to leave and have been a few near misses. What i can not believe is the school has recived a letter stating 'THE ACCIDENT RECORD ON THE HEATHWAY WAS NOT CONSIDERED HIGH ENOUGH A PRIORITY FOR A CROSSING TO BE LOCATED' Does there need to be a fatal accident for this to happen????
