Gardens overflowing with rubbish

Can't the council do something about front gardens that are full of rubbish? On the junction of Gunton Road and Upper Clpaton Road the garden is slowly filling with bottles, papers, bits of wood and the like. It's both disgusting and depressing to have to walk past it to the station every day. It's also only three doors down from another house where the bins are usually overflowing, with rubbish in plastic bags everywhere. This type pf thing shows Hackney at its very worst and is horrible for everyone else!
