Drive way access blocked

Council decided to remove grass area and add drop kerbs fitted at resident's expense,however, some car drivers' keep blocking drive way and prevent access, have requested an I bar be painted along all drive ways but council keep declining this as they say drive ways are within parking areas and not part of carriage way even though grass verges were removed to widen carriage way!!
