Dog pooing in street

Theirs a dog at [edited for privacy - details sent to council] who does poo everywhere and the owner doesn't pick it up but drags the dog inside they have 2 dogs and have alot of poo in their back garden which the owner washes out in the street and then we cannot let the kids out to play because theirs poo everywhere and the smell is really bad i have reported this 3times before but the council are not doing anything but now i am going to get my solicitor involved because i am really fed up.
