Parking on pavement / grass verges

Hi, Over the past few weeks there as been a problem which has developed since new occupants have moved into the street. The street is narrow but passable with cars parked on both sides of the road. However, some residents have decided to park half on the road and half on the grass verges of the street. The problem with this is that their inconsiderate parking is spoiling all the grass verges outside people's properties so that the verges turn to mud. The tyre marks are visible and the grass is completely 'chewed up'. It brings the appearance of the street down and gives others the 'green light' to think that this is acceptable behaviour. After all, the grass verge is part of the pavement area for pedestrians, and as such, should not be parked on. I would like the council to address this problem before it gets out of hand. The issue is worse overnight as the street is full of cars and residents park them half on the verges overnight. We have tried to maintain the area and keep the grass cut and well maintained, but there is no grass left now on some of the verges. Please help as we would like to keep our street in pristine condition.
