Household rubbish on street since Christmas

There is household rubbish that has been left on the pavement - and not in the bin, the binmen wont collect it which is fair enough, but these extra bins have been ripped open by cats etc and the rubbish is strew all over the street as well as making the pavement inpassable. It has been there since Christmas and the residents responsible do not obviously care!

I am not sure if the council came out or if the residents responsible but the problem was momentarily resolved, but now it is worse than ever! I don't blame the council in as much as there was a problem and they addressed it, but surely they can do something more by way of warning the residents responsible
