Traffic lights default to red

The traffic lights here default to red along Cottingham Road even when there is approaching traffic, forcing traffic to stop for 2 or 3 seconds before the traffic lights change back to green, increasing fuel consumption, increasing greenhouse gas emissions, increasing driver frustration and ultimately road-rage and more accidents/near-misses. Some motorists do not move off when the lights change back to green so quickly because they are not expecting it, causing other drivers to sound their horn and therefore increasing noise pollution.

This configuration appears to serve no purpose than to agitate drivers and detrimentally impact the environment. It certainly does not help pedestrians crossing the road, as the pedestrian crossing does not turn green during the all-red road-facing light cycle.
