Parking on pavements

After a new leasing company opened,there has been sevaral cars parked on the pavement and on double yellow lines outside the shop,, are we allowed to park on pavements?? and where are all the new enforcement officers? this problem makes it very unsafe to get off our drive as we have to reverse on to the main derby road with cars obstructing our view
