Overgrown Garden

My neighbours garden is so overgrown it is growing up the side of my house and now reaching my bathroom window. It is also growing over my shed. There has also been signs of rats and mice in there too. I had approached the previous owner but now they've left I'm struggling to find out who's selling/buying/bought the property or anyone who can help with this problem in order for this problem to be sorted
