Skip blocking the highway

This morning a skip lorry from A&T Waste put a skip at the rear of a house on Cathedral Road blocking the lane between Teilo & Dogo Streets. This is a public highway that is constantly in use and is now blocked. The skip companies know it is an a offence to block a public highway but do not seem to care. This selfish, lazy act inconveniences residents because builders cannot be bothered to walk their rubbish around the corner.
